Right click GTA IV launcher and select Properties. It should be near the middle of the box. Type “-availablevidmem X” or “-availablevidmem 64.0”
If it still doesn’t work, search on youtube site “How to Fix GTA 4 infinite screen”. As I know it is video memory problem.

Sorry I made a mistake, the old reply is not for your comments. Usually to fix xlive missing / error, you need Games for Windows Live installed on your pc. But in this case PROPHET release not required GFWL installed, do you have replace the crack file ? you may need to recheck. Try disable your antivirus and replace the crack again if you not sure.
Should i to uninstall the game? What antivirus? Antivirus like smadav or windows defender?
Dude, i got that problem to, but then i turn off the antivirus then copy the prophet crack again to the game, and they’ll do just fine, turn off your antivirus, usually it’s windows defender that turn down your xlive.dll, or atleast in my case, so turn off that windows defender before you play the game

FYI, I was able to make it work on my GTX 1060 with Windows 10 laptop after doing the following:
1. Installed game from iso
2. Downloaded 1.0.8.0 Patch from FitGirl site
3. Applied patch
4. Disabled Windows Game Mode (very important)
4. Ran the game
And miraculously it started working perfectly. Now it smooth and silky.
