     You need a legit game required internet to use commander ability in skirmish and internet connection too, I have the legit game i can use commander ability with no problem I just need internet too when log in into the game.
     there’s work around for pirate version is to find a mod call (all commander) this mod allowed you to build a building and choose which commander you want use in middle of match skirmish.
     I regretted buying the game too much micro payment and internet requirements even bug that never fix ,I will just stay with company of heroes 1 with mod.
     like I said you want use commander ability in skirmish get mod call all commander in using this mod because I don’t want go online.
