     It doesn’t required steam.mayb you didn’t copy the crack properly.when I installed the game firsttime same error has shown me.but now i have reinstalled it and then copied the crack in the game installed folder.when you will copy,select copy and replace not to keep both files.last time i did this mistake so my game didn’t start and shown this error.i hope that it will help to solve your problem.
